Anyone with the link will be able to edit, comment on, or share the PDF. However, as in Google, you can choose whether you want to give the person full access to the file or read-only access, meaning they wouldn’t be able to edit, update, or delete it. You can also provide a team member with limited functionality by selecting ‘Can Comment’ or ‘Can Edit’ or ‘Can Share’.
