How to Choose a Paperboard Supplier: Grades and Checklist

Note (September 2026): An earlier version said paperboard is not a good choice for food products. That was wrong: food-grade paperboard is widely used for food cartons when it meets food-contact rules such as US FDA 21 CFR 176.170 and 176.180 or EU Regulation (EC) No 1935/2004.

To choose a paperboard supplier, first define the grade you need (for example SBS, FBB, white lined chipboard or kraft board), its grammage and any coating. Then shortlist suppliers that can prove food-contact compliance where relevant, FSC or PEFC chain-of-custody certification, consistent quality, realistic lead times and clear payment and return terms, and test samples before ordering.

Key Takeaways

• Paperboard is thick paper; according to ISO standards it is paper with a grammage above 250 g/m², and it is usually thicker than 0.30 mm.
• The grade matters: solid bleached board (SBS) suits food and premium cartons, folding boxboard (FBB) folds well, white lined chipboard (WLC) is a lower-cost recycled grade, and containerboard is for corrugated shipping boxes.
• For food packaging, ask for written declarations that the board complies with FDA 21 CFR 176.170/176.180 (US) or Regulation (EC) No 1935/2004 (EU).
• The EU Packaging and Packaging Waste Regulation (EU) 2025/40 has applied since 12 August 2026, so EU buyers should confirm suppliers are ready for it.
• Always test samples on your own packing line before signing a long-term contract.

When it comes to choosing a manufacturer for your paper supplies, there are so many options. You can find packaging products in almost any location, in your local post office or shipping company to a large range of paper board suppliers online.

In this article, we will break down how to make your decision and choose an excellent paper board supplier and manufacturer so you can forge a long-lasting successful relationship.

Packaging products are one of those things we take for granted. You have a business, you need to ship things, you put it in a box and send it on its way. However, not all paper products and packaging are created equal.

Today, packaging has evolved from its humble beginning as a shipping vessel and protective container to an opportunity for brand and marketing awareness.

The simple “a” logo on a brown box lets you and everyone else know, you’ve ordered from Amazon, and few people fail to recognize a FedEx package, with the wordmark’s “Fed” in purple and “Ex” in orange.

Here are a few things to consider when choosing your paper board supplier.

• Environmental Factors – Today, carbon footprint is the buzz word. Make sure your paper board and other paper packaging are earth-friendly, recyclable and biodegradable. Not only will the planet thank you, but your customers will appreciate the forethought. Ask for proof, such as FSC or PEFC chain-of-custody certificates, rather than relying on marketing claims.
• What product do you need? This may seem obvious but one box does not fit all. Paper board, for example, is a great product for boxes and cartons, and food-grade paperboard (usually solid bleached board, often with a barrier coating for moist or greasy foods) is widely used for food cartons, provided it meets food-contact rules such as US FDA 21 CFR 176.170 and 176.180 or EU Regulation (EC) No 1935/2004.
• Choose a paper board supplier who not only knows paper supply but understands your business as well, including your volumes, seasonality and packing machinery.
• Check that your paper board supplier understand logistics If your company is the vehicle, your paper board supplier is the wheels: confirm lead times, minimum order quantities and delivery coverage so that board arrives when and where it is needed.
• Global Access – A paper board supplier with international mills or distribution partners can widen your sourcing options, but check how it handles customs documents, freight and longer lead times.

Another often overlooked factor in choosing paper board suppliers is the financial aspect.

Your business deserves a healthy financial partner in all areas. Packaging and Shipping shouldn’t be any different. Ask your paper board supplier about their business acumen and financial solutions that can take your business to the next level.

Ask whether the supplier offers payment terms or trade credit, how invoicing works, and which import and export requirements apply to your orders. All of these issues affect your cash flow. All of these issues can make or break a successful business.

Last but not least is an understanding of risk. Like any business involving trade, paper board suppliers are vulnerable to fluctuating markets, unstable valuations and domestic and international regulations that can change often.  For all of these logistic issues and more, make sure your paper board supplier is an expert in risk management.

Other questions you should ask your paper board supplier will include.

• A description of their paper and board solutions.
• Standard of Business Ethics and Legal Backing.
• Payment and Return Policies.
• General Trade Rules on Wood Pulp and Paperboard products.
• Market Development.
• Privacy and Security Policies.

Overall, when it comes to choosing a paper board supplier, take the decision as seriously as you would any business decision. See this as a long-term partnership with a company who is well-versed in providing your business with a total paper board supply and packaging solutions.

Make sure they are a global partner with excellent reviews, are in long and good standing and are capable of assessing the risks, opportunities, and marketing aspects of your company.

Paper board suppliers are plentiful, so compare several on board quality, compliance documents, total cost and delivery reliability before committing to one.

What Is Paperboard?

Paperboard is a thick, paper-based material used for cartons, boxes, cups and printed items such as book covers and postcards. According to ISO standards, paperboard is paper with a grammage above 250 g/m², although there are exceptions, and it is generally thicker than 0.30 mm (12 points). Paperboard can be single-ply or multi-ply.

“Cardboard” is the everyday word for heavy paper-based board, but the packaging industry avoids it because it does not say which product is meant. When you talk to a supplier, use the grade name instead.

Paperboard Grades Compared

The grade is the single biggest decision in a paperboard order, because it sets appearance, strength, food suitability and price. Terminology is not fully uniform between regions, so confirm the supplier’s exact specification sheet.

How Do You Choose a Paperboard Supplier Step by Step?

1. Write a specification. State the grade, grammage (g/m²) or caliper, coating, sheet or reel size, quantity per year and the product the board will hold.
2. Shortlist three to five suppliers. Include at least one mill or converter and one distributor, because their minimum order quantities and lead times differ.
3. Request documents. Ask for technical data sheets, certificates (FSC or PEFC chain of custody, quality management) and, for food packaging, a written declaration of compliance with the food-contact rules of your market.
4. Test samples. Run sample sheets through your printing, die-cutting, folding and gluing to check that the board creases without cracking and prints cleanly.
5. Compare total cost. Look beyond the price per tonne or per sheet: include freight, duties, payment terms, waste on your line and the cost of a late delivery.
6. Start with a trial order. Agree quality tolerances and a returns process in writing, then review performance before signing a long-term contract.

Is Paperboard Safe for Food Packaging?

Paperboard can be used for food when it meets the food-contact rules of the market where the food is sold. In the United States, the FDA lists substances that may be used in paper and paperboard in contact with aqueous and fatty foods in 21 CFR 176.170, and in contact with dry food in 21 CFR 176.180.

In the European Union, Regulation (EC) No 1935/2004 is the framework law for all food contact materials. According to the European Commission, it requires that materials do not release their constituents into food at levels harmful to human health or change the food’s composition, taste or odor in an unacceptable way. Commission Regulation (EC) No 2023/2006 adds good manufacturing practice requirements.

Recycled board needs extra care for direct food contact. Swiss studies cited on Wikipedia found that recycled board can contain mineral oil that migrates into food, with levels of up to 19.4 mg/kg found in rice packed in recycled board. Ask the supplier whether it recommends a barrier layer or virgin-fiber board for your product.

Sustainability and Certification Checks

FSC (Forest Stewardship Council), founded in 1993, and PEFC (Programme for the Endorsement of Forest Certification) are forest certification schemes used for paper and board. A supplier that sells certified board should hold its own chain-of-custody certificate; ask for the certificate code rather than accepting a logo on a brochure.

Recyclability is a genuine strength of paper packaging. According to the US Environmental Protection Agency, about 46 million tons of paper and paperboard were recycled in 2018, a recycling rate of 68.2 percent, the highest of any material in municipal solid waste, and corrugated boxes reached 96.5 percent.

In the European Union, the Packaging and Packaging Waste Regulation (EU) 2025/40 has been in force since 11 February 2025 and has applied since 12 August 2026, according to the European Commission. It covers the whole packaging life cycle and includes restrictions on PFAS in food-contact packaging above certain thresholds, so EU buyers should ask suppliers how their board and coatings comply. Frequently Asked Questions

What is the difference between paperboard and cardboard?

Paperboard is the industry term for thick paper, generally over 0.30 mm and, under ISO standards, above 250 g/m². “Cardboard” is a lay term for any heavy paper-based board, and the packaging industry avoids it because it does not describe the specific product type.

Which paperboard grade is best for food packaging?

Solid bleached board (SBS) is widely used for food cartons, cups and liquid packaging because it is made from virgin bleached pulp and has no smell or taste. Whatever the grade, it must comply with the food-contact rules of the market where the food is sold.

Is paperboard recyclable?

Yes. According to the US EPA, paper and paperboard had a recycling rate of 68.2 percent in 2018, the highest of any material in US municipal solid waste. Coatings and laminates can make recycling harder, so check with the supplier.

What certifications should a paperboard supplier have?

Look for an FSC or PEFC chain-of-custody certificate if you want certified fiber, and, for food packaging, a written declaration of compliance with US FDA or EU food-contact rules. Ask for certificate codes you can check rather than logos.

What is the difference between paperboard and containerboard?

Containerboard is a type of paperboard made specifically to be converted into corrugated fiberboard, as linerboard (the flat facings) or corrugated medium (the fluted middle). Folding cartons are usually made from boxboard grades such as SBS, FBB or WLC.
